.12/99 MINUTES - PLANNING, TRANSPORT AND DEVELOPMENT (CENTRAL) AREA SUB-COMMITTEE - 17 NOVEMBER 1999
RESOLVED - that the minutes of the meeting of the Planning, Transport and Development (Central) Area Sub-Committee held on 17th November 1999 be confirmed as a correct record and signed by the Chair.
(3) Christadelphian Hall, 135-137 Cheltenham Road, Bishopston - Change of use from meeting hall to a traditional ale, wine and food bar (class 3) and external alterations, including two store side extension. Application No. 99/02577/F/C, 99/02576/F/C, 99/03221/LA/C, 99/03219/LA/C
RESOLVED - that permission be granted subject to the conditions and advices listed in the report (as amended by the amendment sheet).
(4) Bristol Marina, Hanover Place, Hotwells - Steps and ramp to new landing stage. Security fencing to dockyard. Secure car parking area. Application No. 99/02636/F/C
RESOLVED - that permission be granted subject to the conditions and advices listed in the report.
(6) Market Gate, Bond Street, City Centre - Conversion of existing office building into student accommodation, ground level extension of food/drink use (class A3) and removal of high level pedestrian walkways. Application No. 99/02942/F/C
RESOLVED - (1) that the applicant be advised that the local planning authority is disposed to grant planning permission in respect of planning application no. 99/02942/F/C subject to the completion, within a period of six months from the date of the decision and at the applicant's expense, of a planning obligation made under the terms of Section 106 of the Town and Country Planning Act 1990 entered into by the development and the City Council and any other relevant parties to cover the matters listed in the report;
(2) that on completion of the Section 106 Agreement, permission be granted subject to conditions and advices listed in the report; and
(3) that further discussions be held with the applicant over the use of the section 106 funding and a further report be submitted if necessary.

.12/99 HEPBURN ROAD, ST PAULS - ROAD CLOSURE
(1) advising members that an offer has been made of voluntary private funding to pay for the physical works and legal processes required to close Hepburn Road to through traffic; and
(2) seeking authorisation for the addition of a scheme to close Hepburn Road to the traffic management work programme and for the traffic regulation orders associated with this proposal.
RESOLVED - (1) that the offer of voluntary private funding for a closure at Hepburn Road be accepted, and that the Divisional Director (Democratic and Legal Services) be authorised to prepare and enter into an appropriate formal agreement to obtain this funding.
(2) that a proposal for the closure of Hepburn Road at its southern end and associated waiting restrictions be added to the Traffic Management Works Programme for 1999/2000.
(3) that the Divisional Director (Democratic and Legal Services) be authorised to draft and advertise the Traffic Regulation Orders associated with a closure at Hepburn Road and any ancillary/consequential orders required; and
(4) that if no substantial objections are received, the Orders be sealed.

.12/99 BROAD QUAY - TAXI ACCESS
RESOLVED - that access to Broad Quay by disabled people and taxis be reviewed over the next six months, in the context of the wider review of city centre accessibility issues, and a further report be submitted upon completion of this review.
